The single most useful number isn't the air temperature, it's the apparent (feels-like) temperature, which combines the real temperature with wind chill and humidity. A still 10 °C afternoon and a windy 10 °C afternoon call for very different jackets, and feels-like captures that. On top of that we layer four more checks: wind (does it need a windproof outer layer?), rain or snow (waterproofs, footwear), UV (sun protection, even when it's cool), and humidity (breathable fabrics when it's muggy).

The recommendation you get isn't a fixed template, it's assembled from whichever of those factors actually matter today, so a crisp dry morning, a muggy grey afternoon and a freezing gale each produce genuinely different advice. It's guidance, not gospel: your own tolerance for cold and heat is the final word.
